Ok so I am a US citizen but I will finish HighSchool in Europe. I want to study in the US. My english is fluent and I am taking the SATs. Do I need to take the TOEFL as well because I will finish school outside of the US?!

If English is not your native language and your HS diploma is international, some schools may require a TOEFL score. Check each school’s admissions website for specific requirements.

Thanks! Ok so firstly am I an international student?! Cause most of them state that an international student is one without a US citizenship! Secondly, I was looking at Berkeley’s website and it states that: “International students: Applicants whose native language is not English and whose secondary/high school or college/university education was in a country where English is not the language of instruction must take the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS) examination (academic modules) and arrange to have the scores reported to the admissions office at each campus to which they apply.” [The examination requirement | UC Admissions](http://admission.universityofcalifornia.edu/freshman/requirements/examination-requirement/index.html) Does this apply for my case?! Thanks a lot!

If you are a US citizen, you will not be applying to colleges as an international applicant. But, if your native language is not English and especially if your HS transcripts and recs will be translated from a foreign language, you might want to follow the guidelines provided for international applicants by providing TOEFL scores nonetheless to confirm your mastery of the language.

Ok but I would really prefer not take the toefl if i dont have to! To go to the nearest test centre i have to take a plane which I am already doing twice for the SAT! I already have the CPE [Cambridge English: Proficiency (CPE) ? Our highest level English exam | Cambridge English](C2 Proficiency | Cambridge English) but I dont think that i can submit that instead of toefl…

TOEFL isn’t required for non-international applicants, so you don’t have to take it. But, it could be a boost to your app if your language proficiency could be a concern to adcoms. Is English spoken in your home? If so, then as a non-international applicant even great TOEFL results would not boost your application and there would be no reason to take the tes.

i guess tht makes sense! Well actually we are kind of bilingual so i guess that counts…
Thanks anyway!

You are a US citizen educated abroad. This means that you are a US applicant for financial aid purposes. Your academic records, recommendations, ECs, etc. will be evaluated in accordance with the school system in which you are studying. This means that it is most likely that an admissions counselor responsible for international students will read your application.

Each college and unisversity sets its own policy about the TOEFL. You really truly need to contact each of the places on your list, let them know that you are a US citizen who is living and studying outside the US, tell them how many years you have beenin that foreign educational system, and what the language of instruction is. Then ask whether or not you will need to take the TOEFL, and which application forms you should use. Do not be surprised if each place tells you something different. That is OK. Just be sure to do what X wants you to do with the application for X, and what Y wants youth do with the application for Y.

Wishing you all the best!

Ask about the CPE. Some might accept it. Most US colleges and universities will accept the IELTS. Ask about that too.

Thanks a lot! I guess I’m gonna have to contact each of them…

Yes. You do need to ask each place separately.
