Email servers send out the emails (when they are sent in bulk, like decision emails are) in the order of closest server location. This means there is no pattern to the emails, its simply whether there is a Google Gmail server that is online and ready and closest or a Yahoo! mail server that is closer and ready. Once they get hit with enough emails, they will slow down, thus causing the delay in delivery to people.
