Do the high school credentials matter a lot?

Do the high school credentials matter a lot?
Hi.. I'm an international student looking forward to transferring
out of one of the top 50s into one of the top 15s. Top 15 colleges are pretty tough toget into and are most selective.... So i'm just worried about a few things..

Now I am in HS, but i kinda moved a lot.. I switched to other schools about three times not because of the disciplinary punishment but because of an extenuating circumstance. Would this situation affect me in a bad way next year when I'm trying to transfer into one of the most selective universities (like Upenn, Duke or Columbia)?

I mean.. I'm quite ready to get GPA close to 4.0 and make much effort to build my career in college, but I'm worried that the fact that I moved a lot in HS will affect me in a bad way in the future because I think that this situation actually decreased my chance when I applied to a bunch of colleges this year since I did not elaborate much on this in the application.

Would it still decrease my chance when trasferring?

And one more thing... I got 1430(2180) on SAT. If I retake the SAT in October and get about 1500+(2300+), would it help me much in transferring as a rising sophomore?

I will really appreciate it if you leave a comment on this. Thank you.

And please don’t encourage me to stay in the college I was accepted into… I’m sorry if it sounds kinda rude, but I already decided to transfer into another college… Thank you

As a sophomore transfer, it is quite significant. I don’t know whether it outweighs your college GPA, though.

Your high school credentials don’t seem shabby at all. You have a solid SAT score.

If you feel as if your high school performance was dissatisfactory, then show them you have matured in college by having great extracurricular activities and recommendation letters.

The best thing I can say to you is ask the college you’re planning on going to. That’s what I did, and I got specific answers

(One school said "Most of the students normally have strong high school AND college records, one said they’re considered equally so that one won’t outweigh the other if it’s either awful or amazing, and another one said that it’s a case-to-case situation, but they normally tend to look at ECs and SATs more than high school GPA. So every school is different is what I’m getting at)
