My high school has an attendance policy that after 10 EXCUSED absences, you MUST bring in a doctor's note to get any other absence after that excused.

Every time I wasn't feeling well and couldn't go to school, my mom called the school and usually said "He's sick today" or "He has a ______'s appointment today".
The blank was usually "doctor" or "orthodontist".

I came into conflict with one of the attendance ladies because I was not aware that coming in late (wasn't feeling well in the morning.. only missing half of first period) required a doctor's note as well. No where in the policy did it say that coming in late required a doctor's note and even if it did, it was 8:30AM! How would I go to the doctor's office if most of them open past 9AM (actually I'm not sure about this but I thought about it).
Then I got pretty ****ed and asked her if I would need a note for a family tragedy, religious holiday, or any other absence that they usually considered "excused".
They told me that they don't make the policies so for every absence I DO need a doctor's note. Apparently my counselor was the one who put me on the list.

How am I supposed to provide a doctor's note every time I'm sick? They're not cheap!
I haven't even been to the doctor's since 6th grade (I'm in 11th grade now).
It's especially stupid that they said I would need a doctor's note for a religious holiday or death in the family.

Is there a way I could talk to my counselor or anyone else to get me removed from this list? What are the chances? I'm a good kid with exceptionally high marks and ECs (everyone else who is on the "black list" is usually failing and not very smart) and every absence of mine was legitimate.

Additionally, I know that using a fake doctor's note is illegal and can get me expelled, but can they even find out? My mom's friend is a doctor and is willing to say I came in but he's not very good at English so it's very sketchy.

Thoughts please.
