Does TOEFL and race have to do with admissions?

I speak English just like any other high schooler, but my first language and the language I speak at home is Chinese; more and more English is making its way into conversations at home. My goal is to be accepted into CMU, and as a first generation student this whole process is new. I want to make sure when I apply early I have all the necessary things done. I read somewhere that a student was asked/forced to take the toefl because he/she did not speak English at home. Is this true? If I check the box for Asian under the race/ethnicity section, will there be a chance of being rejected because CMU met its Asian students quota?

The only people who have to take TOEFL are international applicants who attend high schools where English isn’t the dominant language.

CMU has no Asian students quota. That’d be a myth
