I moved to states in sophomore year but I’m
us permanent resident. Do I still need to take TOEFL? If i started from sophomore, does that not counted as 3 years spent in us high school?
Many colleges require TOEFL if you don’t have 4 years of high school with English instructions. Some colleges don’t require TOEFL if you have high scores in SAT reading.
You should prepare to take it.
Permanent resident status does not exempt you from taking TOEFL.
Check with the colleges you plan to apply to.
What if I have 2 years of high school with English instructions and 2 years of community college? DO I still need TOEFL?
It sounds like you feel that your English language skills are subpar. If so your chances of success in college are very low. Your posts indicate you need to improve your English.

I see two errors here.
“You should be prepared to take it.”
It sounds like you fear taking this test:
Based on how you’ve presented yourself here, yes, you should take the test.
If you are really sure of the strength of your English abilities, you shouldn’t fear taking the test.
If you don’t take the TOEFL and you apply to colleges with weak English skills, you risk being rejected.
So, what’s it going to be?
