Unfortunately the Princeton Review site is having errors every time I try to see my chances so I'll ask here.
My top 4 school choices are the ones listed in the title. Penn State would be my fifth choice due to the in state rate, but I'm confident I already have a good shot at getting in.

I'm a high school junior, if that matters. Anyway, here are my stats. Please note that Duke would be my #1 choice.

GPA: 4.0
Class Rank: 12
Class Size: 271

SAT: Superscore of 1880 (560M, 650CR, 670W)
ACT Composite: 28
Two AP classes and all of the rest have been honors throughout high school.

Over 300 hours volunteering at the local hospital.
Member of the National Honor Society.
Member of school's tech team that volunteers around the area.
Member of the Track & Field and Swimming teams at my school since freshman year, lettered in swimming.
Top 10% of class since freshman year.
Congressional letter of recommendation on hand if it will help my application.

I'm retaking my SATs soon and I'm planning on going ROTC in college and picking an engineering major. I'm also Hispanic so I hope that helps because I know some colleges look to fill race quotas for "diversity" reasons.

Also, I realize my SATs are low compared to everyone else on here that claims a 2200. I guess it just seemed better to me because out of a high school of roughly 1300 people I have one of the highest SAT/ACT scores (my school is pretty bad) but I’m aiming for a 2000.

Your chances of an ROTC scholarship are high – if you want that too! Higher chances for Army and Marine Corps scholarships, but Navy and Air Force are good too.

For ROTC scholarship purposes, you need to aim more for a “safety” school. You need a safety school anyhow. None of the above is a safety. Try to pick one. Penn State is almost a safety school, but I would add another one. Maybe North Carolina State or Auburn, especially since you are interested in engineering and apparently like the south.

Vandy seems to put pretty strong emphasis on SAT scores (they show a higher range than more selective schools) as opposed to other elements of your app. Different schools seems to emphasize different components.
