<p>I guess you could withdraw if you haven't received an acceptance letter (I'm not sure of this, though). If you are accepted, though, you can't decline (that's the whole idea of ED).</p>
<p>If you that unsure of whether or not you would decline an ED offer, I wouldn't suggest you apply ED to JHU. You should only apply if this is your first choice.</p>
<p>The only reason for breaking the Early Decision contract to Johns Hopkins University is for financial reasons ... see this discussion thread for a further explanation of that point:

<p>If you plan on considering offers from other universities than you SHOULD NOT apply Early Decision to Johns Hopkins. Applying ED to Johns Hopkins states that this is the only university you are considering attending if accepted.</p>
