ED II vs Regular Decision?

Sorry if this is something obvious, but I have tried looking up my question to no avail. If both applications are due at the same time, then if you don't get into the ED II school, does that mean you can't apply regular decision to any other schools? You are effectively not going to college?
Thanks in advance.

Then, just apply to all of your schools regular decision. I’m pretty that there are some schools that accept later applications.

No. If you apply ED II and submit all your regular decision apps on time, you will be fine. You may only apply ED II to ONE school, but you may still apply regular decision to any others you choose.
If you are accepted under ED, you are legally bound to that school and must rescind all of your other applications.
If you are rejected under ED, you do not have to do anything but wait for the RD results.
