what are my chances at places like northwestern/penn/uchicago for econ? i slacked off my first year and my college gpa is something like a 3.2. do i still have a chance? my hs gpa was a 3.976W and i've always been really strong in the math department, 800 for SAT I, 770 SAT II math, 5 on AP calc BC, A+'s in college math courses, done with multivariable calc.

if i work really hard and get a 4.0 next semester before i apply, i should have a chance right? should i even dream of wharton or is that too far out of my reach?

I doubt it would hurt especially if you get a 4.0(or close to it) your final semester before applying. Take a tough coarseload this fall and apply. I remember someone saying there are very few spots at wharton for junior transfers..and that most wharton transfers apply as freshmen.

those are all great econ programs and beacause of this they have many applicants for few spots. competion is extremely tough and a 3.2 GPA is simply not separting you from anyone. Raccna had a valid point though, tear it up for your last semester and minus well apply and pray to whatever diety you choose.
