I am a good writer, so let's say that I wrote a decent essay.

It is really hard to get into engineering in uiuc but I know that I can at least get into undecided/ general studies. If I applied for engineering but my numbers weren't good enough for engineering, would they accept me as undecided or am I denied?

I don’t know about the other questions, but I would say a Reach → High Reach.
Are you instate?
Chance me? :D

Carnegie Mellon & Vanderbilt CHANCE!! :)

There is not too much EC on the list. You may want to work on it.
Anyway, your GPA is definitely above average for UIUC. Your ACT score is around average for admission but not for engineering school. I guess you realize that too. Are you going to retake ACT as you have a rather low reading score?
There should be a path to enter engineering school in sophomore year, but it may not be easy. If you are in state, you may want to schedule a visit and talk to the admission office there. They have daily visiting schedule from now through Aug 9.
