If I was really set on transferring to top private schools such as Carneggie Mellon, Cornell, Northwestern, etc, does the school I attend prior really matter?

Major: Electrical Engineering

Should I pay extra 15k to attend UIUC (ranked 4 or 5 ECE, honors program)
Or my state school, UMD (also good, but not as highly recognized)

I figured, a good GPA from UIUC (easier said than done..) would allow much greater chances to transfer out to the above schools listed, simply because the program I'm interested is ranked similarly or even higher than the schools I listed above. I heard it was extremely difficult to "jump up" from tiers during Sophomore transfer. Can anyone shed some light on this?

I would be more than happy attending UIUC for 4 years in its prestigious program, but as a public oos school, I won't be receiving much financial aid.

Thank you.
