<p>Does anyone know if UPenn waives English testing requirement for international students?
The website does not mention any criteria for exemption of TOEFL? Strange..since most of other top schools have.</p>

<p>From this page, yes, it seems that Penn doesn’t waive the TOEFL requirement for international applicants to the undergraduate programs. However, it doesn’t hurt to call Penn and ask for clarification!</p>
