My father (we're from Bangladesh) went to Brandeis University (and then Berkeley) on a full-scholarship long time back to study Computer Sci. for Undergraduate for 4 years. My friend's brother is studying undergraduate in some American college I forgot the name of (his major is Neurobiology) on a full scholarship. And I know some other people as well who did this.

University abroad is extremely expensive for people from poor countries like us, even for the middle-class. I was wondering whether there are any decent colleges (in US, Australia, Canada, good European and Asian countries) that offer a full scholarship in undergraduate engineering (electrical, mechanical, chemical, etc) for talented students with good SATS/IELTS and school results.

I think there is in BRAC university and public universites are almost free of tuition fees here. But not a lot of international students come here as our universities aren’t that reputable or well-off.

I guess that was my point. Why is it okay for your father to be educated on full scholarship here then return to his country? I am really curious why this seems to be a one way thing? And why do you expect us schools to fund you? As I said, I am seriously curious about this. Are there message boards in other countries where us students inquire about full scholarships abroad?

My father applied for Brandeis and since he was an extremely talented student, they accepted him. And since a village boy cannot obviously afford tuition money, they funded him. And he worked there before he lost his job and had to come back. And I’ve seen some US boards where they talk about studying in Europe but the main reason they do not need to inquire is because the quality of Stanford, Harvard, MIT and hell, even the public ones are very high. You don’t need to study in our countries as the best uni. in Bangladesh is around 1500 in the world rankings. And our situation is very poor.
Most people from here who get full scholarships abroad don’t come back which is a problem as a lot of our bright minds stay abroad and contribute to the tech. sector of their new countries. And we need funding as the price of studying is even higher for us and the average Bengali family makes 3K-5K per year.

Actually I understand that the economic situation isn’t that good now in the world so that’s why I asked this question. I just want to know if there are any decent universities that offer a need-based financial aid to good students.

You can go through the lists of big scholarships here and check each school to see if (a) international students are eligible for the scholarships, (b) if they have the desired kind(s) of engineering, and (c) if you have a realistic chance of getting the scholarships. The resulting list of schools may include only a small number of schools.
