If you are admitted to general engineering when will we be able to go into our specific major?

Pretty sure you apply at the end of freshman year. A 3.0 guarantees your first choice decision.
Suppose one does not do well during freshman year, then what happens?
Will there be always a possibility of getting into some Engineering Major

Degree granting engineering majors accept applicants on a space-available basis.
Applicants must have a minimum 2.0 overall Virginia Tech GPA at the time of application.
Applicants with a minimum 3.0 overall Virginia Tech GPA at the time of application are guaranteed their first choice major.
Applicants below a 3.0 overall Virginia Tech GPA at the time of application will be rank ordered according to GPA and placed in their first, second, or third choice based on space availability.
