Getting into Notre Dame with a 28

I am going to apply to Notre Dame regular decision and I'm wondering if there is any chance I could get in with a 28? I think my essays should be decent, I mean I did get a 10 on the writing portion of the ACT. I am going to take the ACT again this weekend, but I have no idea if my scores are going to improve. I was wondering if ND will consider the fact that I had a 31 on the reading and a 32 on the english? Does that help it all or not? Also, I've been a class officer for 3 years (vice president), and I've been in NHS since sophomore year. I went to the Ohio Boys State this past summer (idk if they'll care at all about it) and my common app essay is about my connection to God (and no I didn't do that specifically for ND).
GPA=3.94 unweight
5 years of math including Trig/PreCalc and Calculus ]
6 history/ social science credits... 3 for college credit through UToledo (all A's)
4 years of English (obviously) including AP
4 years of foreign language, German
Choir Member for 4 years
Varsity Track 4 years; my relay made regional finals and got 7th last spring
I have had lead roles in every musical we've done: Raoul in Phantom, Scarecrow in Wizard of Oz and Bernardo in West Side Story... I got to pick our musical for this year too (Footloose) so I'm pretty sure I have that lead as well.

Do I have any chance for Notre Dame or even Northwestern since my scores are so low? or am I stuck going to OSU next fall?

Generally, individual scores close to each other are better.
You could certainly apply to Notre Dame but it would be a reach.

If your composite is 28, it sounds rather low for an academic admit.

ACT 25/75 percentile - 32-34.

30-36 91%
C9 24-29 8%

As an unhooked applicant, a 28 puts it out-of-reach for you (and Northwestern as well).
Why are you assuming that ND and NW are the only schools you can go to besides OSU?

Unfortunately, I would have to agree with what the other posters have said. Without a hook, a 28 would most likely hold you back. Maybe ask yourself what it is that you like about ND, then try to find other schools with some of the same characteristics, there are plenty out there.

Try to get at least all sections above 30 in ACT.

might look at a school like holy cross-top25 lac 1 hour from boston.

Dude, I’m in the same exact boat. 28 on ACT (33 English, 26 Math, 24 Science, 29 Reading) and my scores won’t budge. But seriously, my stats sound very similar to yours. It makes me feel better to know that there’s someone else who understands the reality of being a good student with less-than-stellar test scores.
