Today, I got a letter from the George Mason University and their program called the Global Young Leaders Conference (GYLC). I’ve never heard of it before getting this letter. I am a bit confused if this is just a scam or a legitimate selective event. Will this look good on my college app? (I am going to apply for a cs major and math minor in case information about me is insufficient)

You can look into if you are genuinely interested in leadership and hope to seek such opportunities on campus. Do you plan to get involved with activities outside academics? Don’t do something just because you think it looks good but because you are genuinely interested in it.
This mail is distributed yearly to a large majority of students in the top 10% of their class at my kids’ high school. Yes, there are very interesting learning opportunities, but it is just an expensive way to say that you participated in a one-time EC.
My kids, and a majority of their friends, did not participate and they got into their schools without it.
