Got a mail from the financial office

<p>I'm a transfer applicant and have requested a need-based for Spring 2015 to the University of Richmond.
I'm waiting for the decision which is on around Dec. 6, 2014.</p>

<p>About a week ago, my parents received a mail from Financial aid, requesting my parent's tax related forms.</p>

<p>My question is "do they (admissioners) usually consider the financial aid even when they didn't decide students to accept yet?"</p>

<p>I don't know... in my opinion, If I were an admission person, I wouldn't even ask students to provide tax related files if he/she is not qualified to get in...</p>
