When colleges look at an applicants unweighted GPA and see that he/she has a 4.0 at their highschool, do the colleges just use the highschools GPA scale (whether it be 90 = 4.0 or 96 = 4.0) or is there a universal GPA scale that colleges will use?

From what I’ve heard, your rank in your school is what really matters when it comes to college admission - plus of course SATs and APs and all that… so it is your school’s GPA.

It depends on the college. Some colleges rework your GPA to fit their own standards (remove band/art/PE, etc.) Other just use what your school reports.

The best thing is just to ask all of the colleges that you’re interested in what they use and also be sure to ask if it is weighted or unweighted.
