Do You think if I earn a 3.6-3.8 gpa this end of my junior year of the 4th card marking should I try looking into applying for big averages schools like NYU, UMich, UCs, etc even though I had a 3.3 gpa avg overall through my past year?
The UC’s only use 10-11th grades in their GPA calculation so you would need to figure out your 3 UC GPA’s at the end of Junior year.
UW UC GPA, Capped weighted UC GPA and Fully weighted UC GPA using the linked calculator.
Even doing well Junior year will not make up for Sophomore year and a UC capped weighted GPA below a 4.0 will keep you out of the majority of the UC’s.
You can research a variety of schools now, but until you have completed and earned that higher GPA Junior year, I would not get too focused on those Reachy schools just yet. Do your best and see where you stand next year.

Is this your weighted or unweighted GPA? If it is, then those schools might be fine. If it’s weighted, I wouldn’t bother.

My initial interpretation (which may be wrong) was that the OP is hoping to have a 3.6-3.8 cumulative GPA by the end of junior year. If so, that won’t be possible, if we’re talking about unweighted grades:
3.3 x 2 = 6.6 + 4.0 = 10.6 / 3 = 3.53
