Guidance Needed for Michigan

U of M is my absolute first choice. I had to change schools my junior year when my family moved from Europe back to the U.S. I struggled my first semester junior year with the change in curriculum. I did way better second semester, but still had one C. Everyone is telling me to apply early action to Michigan, but I am currently carrying straight As and I want my application to represent that. Plus my highest ACT is 27 but I'm taking it again October 23 and I've gone up at least one point each time I've taken it. I am a legacy. Any advice?

people with lower ACT’s have applied and gotten in. You have some very unique circumstances that could be reflected in an essay. I’d apply.

I don’t think you need to retake the ACT, focus on your classes, essays, ECs, etc.

The mid 50% ACT range of students admitted into Michigan is 28-32. Travel should not affect a student’s ACT results. Unless the OP is an URM, I would definitely retake the ACT. The percentage of non URM applicants with sub 28 ACT scores that are accepted is very low, and most of the successful ones have excellent GPAs, which the OP does not have.

Thanks all for the responses. But, based on the fact that early action is what has been suggested, Alexandre are you suggesting still apply early action and send the additional ACT when it becomes available or wait and apply regular decision?
