Do you live in any of those states? That would affect your chances of admission. Also could depend on your intended major.

Uhh I live in Texas. My intended major would probably be A PoliSci/Econ/Philosophy route. Possibly Business.

UVa is definitely the hardest on that list and Michigan closely follows.

I agree with plue given that you are OOS for all three schools. UVa is the only one of the three with a cap on OOS admits. U of I is actually harder to get into IS than OOS, because there is such a huge demand IS. It is a top notch school, but since it does’t get the same national attention as UVa and U of M, it does’t get the same number of OOS applications. These days OOS applicants who pay higher tuition are looked upon favorably at state schools without IS/OOS restrictions. Just look at the numbers at Cal and UCLA this year.

Given the projected major, the ranking may be fine. In general, that isn’t necessarily true. I wouldn’t rank them that way if you are looking at Engineering, for example. Illinois is very competitive for Engineering admissions, much higher than the university in general.

All three schools that you mention are big-state universities. Obviously the campus vibes will be very different. The big question for you though is whether any of these schools offer you something that is not available from one of the big-state universities in Texas.
