Hi,everyone, I am new here, can anyone give me some info about transfer?

HI, I am an international student. I just got admitted to a Us LAC this year, so I am in the class of 2010. But I only got a half_scholarship, and my family find it rather difficult to pay the rest. And I myself hope to complete my college by myself. So I decided to transfer.

And I'd like to transfer into those Top 60 Universities/LAC for full-aid including tution and board fees.

Am I eligible?
And what kind of requirements are there and are there any restrictions to Intls?

No, you are not eligible currently. You have two options now:
1. Go to the LAC where you have been admitted and apply for transfer after either 1 or 2 year/s.

Do not enroll at the LAC and then apply a a freshman to your preferred university

However, if you want to transfer from your LAC (:() during the sophomore or junior year, you'll have to keep your college GPA really high and be aware that a lot of schools don't accept international transfers and there are schools that while they do, they may not be able to offer you full-aid including tuition and board fees. From what I've heard, that's really rare.

Perhaps it may be best to defer enrollment and work, if you're able to. However, if you defer, it may be taken as a binding agreement to enroll, much like an ED agreement. See if your LAC would understand if you want to defer enrollment until next year and if they would allow you to apply to other schools next year because of financial reasons.

Yes. Most of the Ivies do give aid to International transfers.
Infact many good US Universities give aid to International transfers. But yes, the entry gets tougher.
