High SAT, Average GPA okay for UCs?

Particularly the better UCs (UCB/UCLA/UCSD), if I have a 3.7 Unweighted/4.0 UC GPA, which is lower than the gpa average for top ucs, but in turn have a 2200+ SAT score, am I still okay for the top UCs? Also, my rank is around the 13% in quite a large school.

rank is meaningless, since the UCs don't consider it. The number one criteria for UCs (as many colleges) is HS transcript. That said, pay the $60/campus and see what happens.

Good luck.

The SAT score can definitely mitigate the case in point. How UC looks at GPA depends on what HS you went to. If they know your HS's reputation then they will look at it differently than say a HS they know nothing about.

UCs know which HS's are feeders and which ones are terrible. If your HS is known as a good school for the UCs, then you still have a good shot for Cal and LA.

UCSD has a point formula to calculate admissions somewhere online. You should try to find it.

2200 is a really good score for the top UCs. 4.0 is just fine too.
