How do colleges see this: 2130 SAT and 25/98 class ranking?

SAT: 760CR, 680M, 690W
ACT: I'm taking it in December, but my practice indicates a 33-35.

Okay, so I have been a horrible student for most of high school. My grades go like this:
Freshman Year: 3.14 UW GPA
Sophomore Year: 3.28 UW GPA
Junior Year: 4.0 UW GPA
Senior Year: 4.0 UW GPA (with 6 classes and 3 independent studies)

... And my rank, as of the end of Junior year, is 25/98

Note: I have always taken the hardest classes (Advanced, Dual-Enrollment) and my school doesn't offer APs (but I'll take the tests later this year anyway), but I just didn't try that hard. Obviously, this changed quite a bit. To put this in perspective, my SAT is higher than all but 5 or so students that my school has had in the past 4 years or so... which is kind of sad, especially considering my rank.

But how will schools see this? I've applied to William and Mary ED instate (but 4% of their class has a rank the same or lower than mine) so I'll be surprised if I get accepted... but it's sad, and I feel helpless to change anything about it. I feel like the rest of my application was good... but this really sticks out.

I know that, statistically, I am unlikely to be accepted at a lot of competitive schools, but how much potential will schools see in me? I am considering UVA (instate), Davidson, George Washington, and a few others if I don't make it into W&M.

If I'd only have brought my grades up earlier...

bump. Anyone? I know that this is not the most exciting post to respond to, but I really have no clue as to how rare my situation is and how much it will help me out.
