As of now, I'm a senior in HS, and I know I need to give my future college some time before a serious consideration of transferring out, and rest assured I am going in with an open mind.

That said, as of now, how do my transfer chances look (let's assume I get a 3.8 freshman year in college, either first or both semesters)

HS GPA: 3.9 UW, 4.16 W (Highest: 4.33 W)
HS Rank: Doesn't rank, but unofficially gives out deciles, and I'm in the top decile
ACT: 33
HS EC's: Varsity Swimming and Water Polo, Altar Server at my church for a good 7 years, member of many culture groups at school
HS Awards: NLE Summa Cum Laude, AP Scholars, Best Student in Latin and AP Bio

I know there can't be a FULL prediction of getting in as a transfer, but as of right now, for the HS portion at least (which I know is definitely not the bulk of my application), am I at a good standing? Assume the above college GPA.

Isn’t it way too early to think about transferring out? Spend a few months at your college first, and if you really don’t like it then start doing some thinking.

It’s really hard to know what it takes to transfer into Vandy. There’s like no published information about it. A solid GPA will go far.

^^ It is; this is only a consideration. I’m planning on going to my college with an open mind and giving it a fighting chance before anything else. I just want to know early so I won’t be scrambling for info come January

Interesting long-term strategic plan Generally speaking, the acceptance rate for transfers is much greater than it is for entering freshman; however, I think that your transcript/GPA from the college from which your are transferring will be extremely important so don’t blow off your freshman year just because you don’t plan to be at that school for the long haul.

Oh no, of course not.

Here is a link for the common data set for vanderbilt: https://virg.vanderbilt.edu/virgweb/CDSD.aspx?year=2012. While this doesn’t have any specific information with respect to stats, it does give you a little bit about the competitiveness. Over the past few years they’ve accepted 20-30%, which isn’t bad, but this may be a self-selective group, so it might actually be very competitive.

I think they put the most weight on the college transcript from your first year and your application essay, so doing as well as possible beginning this fall is important. Based on you high school record, you have set up a good foundation on which you can build to be successful should you decide to apply.
