I was just wondering how much money the blue and gold opportunity plan really covers? I already have a cal grant A and that's included in the plan which pays, on average 11k a year, so would I be able to get an extra 13-14k added on to my grant or no?

It covers tuition, all of it if you qualify. All it says is that you will never have to pay tuition. Housing (and everything else [which is collectively way more expensive, esp. if you live in the dorms]) is covered by other aid and it varies—no one can tell you how much you’ll get until you get your finaid award. Best case scenario, non-loan aid will cover about 75% of your estimate costs/fees/expenses + loans/work study for rest.
