I've already gone to parking.fsu.edu, but no luck in finding the answer. I read something about it being included in tuition.. I think. If so, would brightfutures 100% pay for that?

There is a transportation access fee currently of $6.50 per credit which is used to pay for one "free" parking permit and the bus service around campus. This fee is not covered by the Florida Prepaid local fee plan but seems to be covered by the Florida Bright Futures 100% currently.

I thought that the Fla Prepaid portion that is "tuition" did not cover the fees, but that the Fla Prepaid portion that is " local fees" did cover the transportation fee and any and all fees, so that if you have prepaid "tuition" and "local fees" it will be covered. With FLorida Prepaid you can prepay tuition, local fees, the tuition differential fee for those not grandfathered in, and housing.

The transportation access fee is not considered a "local fee" and they don't cover it under the Florida Prepaid LOCAL FEE plan but it is still reasonable for getting a free parking permit and free bus service.

Pretty much "free" in student areas, but lots of luck finding a parking space. With patience, it can be done.

Any word if the new parking garage(s?) built have helped much?

no, if you go out around 8am-2pm to find parking give yourself atleast an hour and about 2 fights to find a parking spot, definitely a very good reason to live on campus.
