how to establish myself as a CC student?

I go to a 4-year university out of state and I want to transfer to UCSB. If I transfer to SBCC, when can I be considered a SBCC student and get priority to UCSB? Do you have to have completed courses or can I be in the process of taking classes to be considered as transferring from a CC?

Hmm, it depends what grade level you are considered at your uni. CCC’s are an open enrollment 2 year school so you wouldn’t be considered a transfer nor a California resident. You would also have to take at least 12 units to be considered a resident of SBCC which could be done on the Pipeline.
There is also the English and Math and GPA requirement if wanted to join the Academy for transfers if sought concurrent enrollment. You would have to hop on this right away since these things are up for legislative review in the fall and the State of California needs money.

You need to be at a CCC for one academic year. If you complete the last 30 of 60 or more UC-transferable semester units in residence at a California community college and meet other qualifications, you may be eligible for UCSB Transfer Admission Guarantee: http://www.admissions.ucsb.edu/pdf/UCSB%20Fall%202011-12%20TAG.pdf

Keep in mind that UCSB does not accept applications from students who have earned 135 or more transferable quarter (90 or more semester) units from a combination of two-year and four-year institutions.
