How to get in-state tuition at Minnesota State Mankato?

So one of my friends who's looking at this school (and has done a lot more research about it) said if you get a 27 or higher on your ACTs, you can get in-state tuition at Minnesota State Mankato. I live in Iowa so I'd have to pay the non-resident tuition if I went there unless this is true. I looked on their website and couldn't find anything about it, so does anyone else know anything about this? Thanks!

Sometimes you have to really dig deep on websites:

“High school seniors who meet any of the following requirements will automatically receive an in-state tuition scholarship: rank in the top 15 percent of their high school class, have an ACT composite score of 25, have an SAT Critical Reading and Math total of 1100 or have a PSAT Selection index of 150.”

It’s on this page: http://www.mnsu.edu/admissions/scholarships/

Thank you so much!
