How to get into colleges that are out of state?

Hey everyone! I'm looking for some help with regards to preparing to apply to and, hopefully, enter an out of state college next fall!
Right now I'm a senior in a high school on Oahu, and I'm very lost with regards to college and stuff.
My counselor's are doing their best, but they also have nearly 400 other kids to deal with as well, so I've not had the majority of my questions answered.

Will out of state community colleges accept me? I ask because my counselor said they should since they've all got open-admission policies, but I should double check with online peers and also with the college; I've not gotten around to the college but I wanted to know anyone has had luck with getting into the out of state community colleges. I'm sure I can, just like my counselor said, but if anyone has experience they can share, that'd be amazing! Especially if you're also from Hawaii...

I also would like to know about what it's like to live in a different state for those of you who attend college in a different state than where you're from. What kind of GPAs did you have and SAT/ACT scores to get where you wanted?

Another questions I have is if there is any way I can get into UCI or UCSD; I know they have a thing where you can get exemption by testing out and having excellent essays, but the only reason I ask anything about UC schools and that system is because my GPA is (as of this moment) UW: 2.0 W:1.6 and I really want to go to UCI and I'm 90% I can meet the exemption requirements listed on the site when I take the SAT & ACT in a couple months. If anyone has had any luck with this, I'd greatly appreciate advice/input!

That's it for now, thanks for reading!
