The local one is usually your best bet, though you didn’t mention what your SAT or ACT is.
I’m a transfer. I never took the SAT or ACT. I was at a community college for 2 years
CSU Fullerton? would be a Reach. A 3.4 minimum GPA was needed for last year’s transfer as a non-local.
The rest of the CSU’s look definitely possible. The link below shows average CSU GPA for admitted transfers by campus.

http://future.sfsu.edu/impaction shows that business other than accounting is not impacted at SFSU. Since SFSU is not campus impacted, it should admit California resident applicants to business other than accounting at baseline eligibility (2.0 GPA with course requirements complete). But if you want accounting, the standard is higher, but not listed as to how higher.
