(The email says I was disqualified based on my FAFSA)
I haven’t even submitted the GPA form to the Cal Grant people yet, and on top of that, I put “will file” for 2014 income tax return information. Why has a Cal Grant been rejected when all of this is still missing?

^ CalGrant also has a financial component. FAFSA probably determined that your family makes too much money for a Cal Grant -by using the info/estimates you put in the FAFSA. What’s your family income and how many dependents are in your family? For 2013? For 2014?
Maybe you are over the income or asset ceiling. If so, it won’t matter what your gpa is.

When you check your webgrants account online, does it show a green checkmark by the GPA? A lot of high schools submit them for you automatically. I think they don’t process your account until you have both checked off - the GPA and the FAFSA. And as the above poster said, they will calculate based on your processed FAFSA even if it is estimated. If you make updates later, the calgrant could change. On a side note - if you don’t qualify this year, but might next year, you will need to ask your high school to send in another GPA next year. They only carry forward each year if you actually get a cal grant. AND even if you don’t qualify for a cal grant, you might still qualify for the Blue & Gold program or Middle Class Scholarships (UCs and CSUs). So make sure and submit the info each year ‘just in case’.
