If I got rejected last year, should I even bother to apply as a transfer?

<p>I go to the University of Michigan now (in-state), and though it's not bad, I would trade it in an instant for Harvard. But I did get rejected last year, so should I even bother or have they already decided I'm not qualified?</p>

<p>many harvard transfers were rejected or waitlisted the first time. i was WLed the first time I applied.</p>
