In-State versus Out-of-state admissions chances

My daughter is considering Berkeley for engineering. She's from the East Coast. How much better are an applicant’s chances if they are from out-of-state? She has strong SATs (>2300) but a few B+s on the transcript (her school has severe grade deflation). Strong math/science with Calc BC, physics, etc.

Also, I've read some post about the school getting run down and being somewhat grimy. Is this becuase of budget cuts? Do out-of-state students feel like they're getting their moneys worth?

Thanks!

Good data. Looks like the percent admit for 2012 was the same. Any data on average SATs/GPAs/etc for in-state versus out-of-state?

Here’s a press release that vaguely describes the SAT/GPA/EC situation when comparing in-state and OOS students:

Thanks - any thoughts from OOS students on whether they’re getting their money’s worth at Cal?

Im international but I live in the US. only 4 people in my school of 800(our class) and 3000 (whole school) got into berkeley. we were all ranked in the top 1% of our class
