In State vs. Out of State Scholarship

I was accepted to SSOE and UHC on November 19 and subsequently accepted to the GAP for engineering, but I have yet to hear anything about a merit scholarship. I am an out of state student from South Carolina, which may be one of the lesser represented states at Pitt. I was wondering if this gives me a slight advantage for getting merit scholarships? I sent in an essay but no LORs. My brief stats:
SAT: 1460/2180
GPA: 4.98 on weighted scale (out of 5.25, I believe)
Will graduate with 7 APs, mostly honors courses for the rest
Several extracurricular activities, some community service, and completed a senior thesis

Pitt is my top choice, but I really need a full tuition to realistically be able to attend. Any comments would be greatly appreciated!

OOS from California. I was awarded a 15,000 merit scholarship.

OOS will help. I think you’ll be in good shape for some merit aid.

My D got 10k VA state

DS got the full tuition scholarship and we are in VA.

Ohio…full tuition. S sent in an essay and 2 lors…I think he was accepted in mid September.
