<p>It's really easy to do either one if you have a decent GPA. To transfer between schools you need to write a brief explanation, which you don't have to do if you're not changing schools. If you're fairly certain that you want to change majors, you might want to take some courses in your intended major before you apply to switch.</p>

I believe this is about double major (two majors in same college) and/or dual degree (two majors in different colleges). To transfer to a different college for a different major, you need to at least stay at your original college for "a semester," not a year.</p>
