I'm a student currently living in Canada and attending highschool here, but I have American Citiczenship...

Here's the question:

Would I be considered an international student or an out-of-state student?
International students are significantly disadvantaged when it comes to admissions and I don't want to be a part of them :D

A US citizen is not an international student. You will be eligible for all federally determined financial aid.

Whether or not you are out-of-state depends on the policies of each public university that you apply to. Factors that can be important include (but aren’t limited to): owning property in that state, residing physically in that state, graduating from HS in that state. You will have to research this university by university.
