I can't decide what major to choose for my undergrad (hoping for George Washington)...there are four that I'm considering at the moment.
IR - Latin America, IR - Asia, IR - Europe, and IR - General.
I already speak Spanish and Amharic fluently, and am in my third year of Chinese, as well as self-teaching German, so language pre-reqs won't be a problem.
Which major would be more useful for someone who wants to enter the Foreign Service as either a Consular or Public Diplomacy Officer?

I'm a freshman in high school by the way, so I have a little bit of time.

Since you’re only a HS freshman, it’s really too early to worry about which of those majors to choose, especially as those appear to be sub-concentrations within the IR program. Fortunately, your language abilities will give you a range of options when it is time to choose. Is there a particular world region that interests you most? You could focus on that, but if you ever do get a job with the State Dept., there’s no guarantee that you would be posted in the region you chose. (Also, I don’t see an IR-Africa option, which would be the most appropriate region if you wanted to use Amharic. Does the GW IR program not offer that option?)
