international students scholaship

I am looking for a public university/college that offers a good amount of scholarship.
It doesn't have to be a super prestigious school. 3-4 tier would be fine.

I am looking to pay around 10000 a year of tuition and board.
Question: do international students look at the 'out of state' section or are we completely different?

In most states international students pay out-of-state tuition rates. There are a few exceptions though. For example, international students graduating from in-state high schools qualify for in-state tuition in some states. A few questions for you:

Why only public universities?

Do you have a financial cushion beyond those $10,000? I am asking because you might need several thousand dollars beyond tuition, room, board and day-to-day personal expenses (for things like health insurance, relocation expenses, student visa fees, etc).

What’s your (estimated) SAT score?

Are you applying for fall 2011 or fall 2012?

@b@r!um: thank you for your information!
I’ve already applied to private universities but I only want another safety school that is well known.
My SAT score is M+CR: 1300 and total 1930.
I am applying for 2011/2012.
I have a multicultural background and I am trilingual (if that helps)

I just need to know which schools are generous in giving scholarship to international students.

Off the top of my head:

Southern Arkansas University
University of New Orleans
Louisiana Tech
Texas Tech
Georgia Southern

… and many more. Your best bet of finding offers that work for you is to take a list of all universities you might consider attending (e.g. Collegeboard’s search engine, set to public universities, with financial aid for internationals, and offering your prospective major, geographic preference if any) and check every single one of them for opportunities. Working through a list of several hundred universities is like a rite of passage for international financial aid applicants :)
