International transfer

In a church project 2 years ago i found a pen-pal in China. Now he is interested either in transfering from Nanjing University to CalTech or MIT. I asked my dad about it and he said that it is difficult because even though my friend's credentials and grades are outstanding, Chinese students rarely have anything else. Not to mention that Nanjing University, while being one of the top colleges in China, is virtually unknown in the U.S. He told me that when he did postdoc at caltech he also helped with interational admissions. If the college isnt well known the application goes pretty much straight into the garbage bin. Now this is like 15 years ago. Does anyone know what the situation is like now for an international transfer/graduate hopeful? What CalTech looks for etc.

Btw he can pay the full tuition if that will be a big factor.

Nowadays where you come from matters less. With strong scores and grades, the chances are decent. I would recommend giving it a try.

Tyvm, some how this forum is blocked where he live lol so i had to ask for him.
