I was looking at the interview process, and I am really confused.

The website says:

Q. When should applicants hear about their interviews?

A. The first interview assignments each year are sent out to the local chairmen in early September. Students who send in their applications over the summer should expect to hear something about their interview by early October. Thereafter, interview assignments will be made regularly and students will typically receive the name of their interviewer within 2-4 weeks of receipt of their application. Those who have not heard anything after a month should attempt to contact their local chairman listed on their confirmation receipt or else call the admissions office at (202) 687-3600 to speak to an admissions officer.

Who turns in their applications over the summer??? Do they mean interview application or admission application? If I'm applying early action Nov 1. of next year (when I will be a senior), what do I have to do during the summer or later to set up an interview?

I am really, really confused, and if someone could help that'd be great.

I'll answer this too, because I went through this whole Georgetown process just a few short months ago.

I agree, their wording is strange. Instead of trying to go through and fix it, I'll just tell you my experience.

I submitted the "Personal Data Form" or whatever it is called, right after returning from my Georgetown visit, in early September. That is the blue form, and it is recommended that you send it in as soon as you know you are applying. That is probably what some people send during summer. I received verification from Georgetown that they'd received the Personal Data Form in mid September.

I believe I received the name and address of my interviewer in the mail, although I don't remember exactly when that was. I called and left a message, and after a week or possibly two, I contacted the local chairman because my interviewer hadn't called me back. He said to give it another week, and give him a call again if I hadn't heard. I did hear from my interviewer within that next week (she had been out of town). At that point, we set up a mutually agreeable time and place for the interview. I believe mine was on October 16.

I hope that is clear enough, it's strange how much of the whole interaction I have forgotten.

That is much clearer. So it is better to send in that app part I, the personal info form, ASAP, such as during the summer?

You've been a big help. Thanks.

Yes. Obviously don't send Part I way early, but probably during the summer would work. Like I said, I sent mine in early September since it was only after my visit that I was sure of my decision to apply.

A few schools actually have "Pre-Application" supplements or sheets that they want you to send in earlier than everything else, so as to start your file. Usually they are clear about whether they want them ahead of time or not.

And you're welcome. As I said, I went through all this very recently so it's a recently acquired area of expertise.
