IRS unable to provide proof of non filing?

<p>Hello!</p>

<p>I was wondering if anyone has ever experienced the issue that I have been facing since June. I will try to explain as simply as possible.</p>

<p>Student was chosen for verification.
Student has never worked, has never had any income, has never filed a tax return. (common situation, of course)</p>

<p>Upon numerous requests to the IRS for proof of non-filing, we repeatedly received a response that the request cannot be processed.</p>

<p>Never able to request online or by phone. Faxed requests had the same result as above.</p>

<p>We have called the IRS numerous times over the past several months to find out what is going on.
Every rep at the IRS told us the same thing "Oh, my. There is nothing here for you. There is no account for you." And as such, there is no way to product the forms that FAFSA verification needs. </p>

<p>Apparently this happens sometimes with people who have never had any reportable income and have never filed taxes. There is a name and social security number on file with the IRS, but no actual account associated with it and therefore no transcript requests can be processed in order to get the proof of non-filing letter or "no record on file" letter. The reason as per the IRS rep, is that there is no account and no address and therefore no way to validate the information on the transcript request. </p>

<p>I had been telling the FA dept at the school what the reps were telling me, for months. They acted like I was lying, basically. They told me that "everyone is able to get the non filing letter" by requesting online or by fax and that there has been no student in their history who has had this issue and was unable to get the letters.</p>

<p>IRS rep told me surely schools have experienced this before, as a lot of students are in the same situation and it does happen that there just is no account for someone until they have reportable income.</p>

<p>School faxed a request to IRS for the info. They said they would submit it, that way they know i is done right - i must be doing something wrong. The result was "request denied" "ask taxpayer for explanation." So, FA says the IRS is not telling us why it was denied, you need to request it again. I tell them it is the reason I have been telling you for months now! Again, they just say everyone is able to get the letters .... </p>

<p>So, this has been holding up my FAFSA and stopping me from attending school.</p>

<p>Ironically now today I was searching the web trying to find out if anyone has experienced this or if I could find any related info and I came across this website. I was actually on hold with the IRS again, waiting for a rep while I was websearching. So, I created this account and then the rep picked up and I was on the phone with them for hours and I <em>THINK</em> the issue <em>might</em> be resolved now, as long as the school is happy with what the IRS ended up faxing me. ( I can go into to detail in another reply as to what the rep did for me ... trying to keep this post short to start.)</p>

<p>I came back to my computer and this page was still open of course and I decided to still post and ask because this was a very aggravating experience and I am just wondering if there is anyone out there in the same situation or has had this situation in the past.</p>

<p>If the problem isn’t solved, call your Congressman and activate him to help you. That’s what they are for. </p>

<p>I emailed the school the paper from the IRS this morning, so I am hoping it is enough. </p>

<p>Curious though - would it be more for the school or for the IRS, as to getting a Congressman involved? I guess, who is at fault and who would the Congressman be pressing, is what I mean. It seems like as far as the IRS, it is something that just happens sometimes, but the school on the other hand, treating me as a liar and as if I was making all of this up, seems very wrong as well, and as if maybe they could have contacted somewhere/someone as well to get their info straight or see about any possible workarounds/alternatives.</p>

<p>I wanted to add that the IRS rep went above and beyond to help me today and did things that weren’t really usual or customary in order to try and get this resolved.</p>

<p>The school is still wanting the “no record found” response to a wage and income transcript, otherwise they want “an official notice from the IRS stating that the documents cannot be produced.” I called the IRS again and was again told that it is not possible to obtain the response from the wage and income transcript request. They also stated that they cannot issue personal letters upon request like that. I do not know what else to do. I guess I will be calling Congressman on Monday and see what happens. </p>

<p>I’m very confused. If your student has never worked and never has had any income taxes, or income…then why would the IRS have any record for this student at all.</p>

<p>Does the college have a non-filers statement to complete?</p>

<p>Is the student a dependent or independent student? </p>

<p>Sounds as if the student is independent because I do not think the school would be pressing an dependent student like this. They would be pressing a dependent student’s parents.</p>

<p>If student is independent, if not working, how are you supporting yourself? </p>

<p>If never worked, then how has student been supported? </p>

<p>How does s/he eat? </p>

<p>If on public assistance, food stamps or social security, they would be asking for a budget/award letter. </p>

<p>If there are monies paid on student behalf, it would be on the fafsa.</p>

<p>What is triggering the FA office to ask and press for information?</p>

<p>Both privates that I have worked at have a non-filer’s statement individual to the school that is available for the student to fill out. I am assuming your school isn’t providing their own verification form to indicate this?</p>

<p>Just a thought - in hindsight, if you had done any lawn care or babysitting for even $20 or earned $.50 of interest, you could have filed a 1040EZ to report the income and to eliminate this nonfiler problem.</p>

Hi, I’m actually experiencing this same problem and wanted to know if you ever found a solution. I’m trying to hurry and get some sort of document from the IRS so it won’t interfere with my financial aid but it isn’t proving helpful.
