Is it nonsensical for me to transfer?

I need advice urgently.
My high school performance was pretty bad, I earned a 2.9 gpa and my SAT score was not impressive. As a result, I went to community college then transferred to one of the best public universities in the States. At my community college I earned a 3.7 and had numerous accolades. I am currently a junior with well over 60 credits. Problem is, I have not performed well at my current uni, got below a 3.0. Moreover, my experience at the uni has not been pleasant to say the least. I currently do not have a major due to the fact that I have to take gateway courses to be considered for the major I'm interested in, which will add more terms to the amount of time I have to be at the uni. There is a possibility that even if I take the courses, I won't be accepted into the major. Overall, some of the people I have encountered have been very unhelpful.
Seeing as I have already transferred from my CC to the 4-year, do I tough it out at my current university? (because some universities might frown upon me transferring again?)
Or, do I try to apply to different schools, that may not be as good as the one I am currently at since my last semester gpa was terrible?
