do they give merit aid for out of state kids?

That’s generally hard to get. UCLA is not OOS aid-friendly.

UCLA is a public university. It’s primary objective is to educate as many Californians as possible. It only deviates from this goal if there is a good reason for doing so, like getting money from OOS students which then goes to support in-state students. It might be possible to get the Regents scholarship, but that only goes to the top 1.5% of applicants I think. It won’t hurt to apply, but you likely won’t get offered Regents and likely won’t be offered any scholarships.

Best of luck in your college search.

the UC schools give zero financial aid for the OOS tuition which is about $22K/year

You can consider applying for in-state residency if you have control over your own finances and can prove that you’re a state resident (after a year).
