Does UCLA offer any out of state scholarships (for freshman). If any, which ones and what are their requirements/background.
I tried looking for them on their website, but I couldn’t find anything like OOS scholarships.

I don’t think there is any for the UC schools, except for some relatively minor scholarships <$2000, but I’m sure some CA people will chime in here they like to tell you how UC schools are for CA residents and nothing will be offered for non residents. :-S :)>-
Most of the gift aid awarded by UC, the federal government, and the state of California (in-state applicants only) is awarded on the basis of need. Need is determined by the information you provide when you apply for aid, including your expected costs while attending college and your family’s financial resources.
A much smaller portion of gift aid is awarded based on merit – like having a special talent or excelling academically in high school.
Regents scholarships are the most common scholarship offered by the UC’s which are available for OOS students, however, the amounts can vary by campus from $2000/year to $10,000/year. Also you need to be at least in the top 1% of applicants. Greater amounts are available to in-state applicants with need. There are also Alumni scholarships that may be available, but in general most are based on need.
I suggest you run the Net Price calculator for any UC’s of interest to get an estimate of your costs. Expect to pay around $60K/year to attend.

Stamps Leadership Scholarship
This scholarship gives full tuition, plus an enrichment fund up to $12,000. You have to be nominated by the University for this scholarship based upon such qualities as leadership, scholarship, community service, innovation. A maximum of ten are awarded every year: five nationally, and five for California residents. Invitations to apply are e-mailed on February 1st; applications are due mid-February.
