I am a 2010 nominee and I believe they email you between April and May (although their website says May and June). I found a thread on this forum and a few members who were selected in 2009 posted in late April.

From my experience as a former recipient of the transfer scholarship, I can’t say that the foundation ranks any one criteria higher than the rest. A solid academic background is a must; most importantly, everyone I met had a passion for something. If you check out the scholar profiles on the JKCF website, you will notice that the scholars’ interests range from medicine to politics to the environnment (the list goes on…) The committee looks for passionate, intelligent individuals who made the best out of their circumstances. The foundation always emphasizes the importance of giving back to the community. The personal statements and letters of recommendation play a huge role in helping the committee get to know each applicant.

I was actually notified by the representative at my JC. They did not e-mail me or contact me directly.
