JMU vs. Delaware Honors Programs

Daughter has been admitted to honor programs at James Madison and Delaware Universities. Engineering. Scholarship offers from both almost level the financial field. Both programs seem outstanding. Outreach from Admissions, professors, students, etc. has been solid from both. Distance from home (we're NJ) not really an issue. Two questions:

Which do you think is stronger Honors Program, in terms of engaging/mentoring students?

If daughter also is admitted to (very expensive) top tier programs (i.e. Brown, Carnegie Mellon, etc.), do you think there is a significant value gap between them and JMU/Delaware at Honors level? I think she should go where she is wanted most and where school will be most invested in her. I worry she could get lost at Brown or CMU. Of course, the $40,000 difference--per year--is also a factor.

Thanks in advance for thoughts, comments, etc.

UD has an outstanding honors program. In a new ranking of honors programs at publicuniversityhonors.com, UD was 10th out of 50 leading state universities in honors features. The program has been around a long time and has lots of cred in the honors community. Don’t know much about James Madison.

The UD average three-part SAT is 2090 for honors students. Maybe not Brown level, but high for sure.
