Credibility implies a quality of being trusted in and unearned would imply something that has come without much effort. So somehow the option made the sense that newspapers are actually exploiting the credible work of cyberspace which is exact opposite of what passage implies
Imposing strict regulations makes sense because if that is done spreading gossip via otherwise credible newspapers will be curbed. Well…</p>
