I know this has been discussed, so my apologies for asking again. Can someone please provide a link regarding the MT programs that have a “cut” system?

Here is a discussion from last year. As mentioned in the threads, even programs that are not “cut” programs will have juries each semester/year.

Shenandoah does not have a cut policy. We do have juries where we assess the student’s growth and give feedback, but we do not force students out regardless of their performance. ~ VT

As @VoiceTeacher points out, juries to assess you are not necessarily the same as cut programs. LAMDA doesn’t cut (UK programs don’t cut). Northwestern, where my D graduated, doesn’t cut, but of course you could conceivably flunk out, as with any BA program. When my oldest went to Tisch a decade ago, he had a very rough time the first year for personal reasons (ended up leaving middle of second year), and a couple of professors did wonder out loud if this was really the best place for him, and one encouraged him to leave–but this isn’t the same as a cut either.
Cutting is an institutional practice whereby students are evaluated and the institution tells them they need to leave the program. Everyone is entitled to their opinion, but I personally would avoid any program that practices this, no matter how they dress it up. (The most common way they dress it up is to say that ‘hardly anyone’ is ever asked to leave. Or they make it sound like the student is given very ample, reasonable, written warnings & the student deliberately does not follow these warnings. This may be true, but it also may not be true.)
If you go to class, and get passing grades, then I strongly believe you should never ever be asked to leave a program. (Unless you do something very egregious within the program.) It’s not only a huge blow to the development of the budding young artist - many of whom develop at their own unique pace and way - it is also a colossal waste of money and time, as usually these credits do not transfer.

100% agree with @connections --I would never let my kid audition for a school that had an institutional cut program. If you were chosen by audition to attend, that means they think you have the chops to handle their program. If you have completed all the work you’ve been required to complete while there, there is no artistic reason to decide on a number of students you want in a class and cut to it. What does that say of the merits of their program if they liked someone in auditions and that person has done the work expected of them, yet can’t continue?
My older daughter went to a school in which some kids were moved from BFA to BA following some actions on their parts that didn’t fit with the program (work ethic in particular). My son is currently in a program in which there are juries every semester (and one barrier review midway through), but not institutional cuts. He very much appreciated meeting with each of the professors who made up his jury to learn more about what he should be focusing on in his training in the future.
Ball State does not cut. They do have juries every semester.
